Senator Kawasaki moved and asked unanimous consent the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Without objection, the bill was returned to second reading. Senators Kawasaki, Costello, Myers, Holland offered Amendment No. 1 : Page 3, following line 20: Insert a new bill section to read: "* Sec. 2. AS 43.23.011 is amended by adding a new subsection to read: (d) An otherwise eligible individual may apply for a current year dividend after March 31 and before October 1 of that year if the individual was eligible during the application period under (a) of this section and the individual's parent, guardian, or other authorized representative failed to claim a dividend on behalf of the individual because the parent, guardian, or authorized representative had a medical emergency that prevented the parent, guardian, or authorized representative from applying by March 31." Renumber the following bill section accordingly. Senator Kawasaki moved for the adoption of Amendment No. 1. Without objection, Amendment No. 1 was adopted. Senator Hughes moved and asked unanimous consent the vote on the passage of the bill be considered the vote on the effective date clause(s). Without objection, it was so ordered and the bill was referred to the Secretary for engrossment.
